The U.S. government is creating a new $160 million bureaucracy to shut down information that doesn’t conform to U.S. propaganda narratives, building on the strategy that sold the bloody Syrian “regime change”. The U.S. establishment is not content simply to have domination over the media narratives on critical foreign policy issues, such as Syria, Ukraine and Russia. It wants total domination. Thus we now have the “Countering Foreign Propaganda and Disinformation Act” that President Obama signed into law on Dec. 23 as part of the National Defense Authorization Act for 2017, setting aside $160 million to combat any “propaganda” that challenges Official Washington’s version of reality.

The two previous articles have focused on the various geopolitical theories, their translations into modern concepts, and practical actions that the United States has taken in recent decades to aspire to global dominance. This segment will describe how Iran, China and Russia have over the years adopted a variety of economic and military actions to repel the continual assault on their sovereignty by the West; in particular, how the American drive for global hegemony has actually accelerated the end of the ‘unipolar moment’ thanks to the emergence of a multipolar world. From the moment the Berlin Wall fell, the United States saw a unique opportunity to pursue the goal of being the sole global hegemon. With the end of the Soviet Union, Washington could undoubtedly aspire to planetary domination paying little heed to the threat of competition and especially of any consequences.

Obama has announced new sanctions on Russia based on unsubstantiated charges by the CIA that the Russian government influenced the outcome of the US presidential election with “malicious cyber-enabled activities.” The US Department of Homeland Security (DHS) has issued a report “related to the declaration of 35 Russian officials persona non grata for malicious cyber activity and harassment.” The report is a description of “tools and infrastructure used by Russian intelligence services to compromise and exploit networks and infrastructure associated with the recent U.S. election, as well as a range of U.S. government, political and private sector entities.”

President Obama in the course of his last few weeks in the White House has ordered several retaliatory actions against Russia, on the grounds that Moscow was in involved in the hacking of the Democratic Party National Committee (DNC) with a view to influencing the outcome of the US presidential elections in favor of Donald Trump. The sweeping measures taken by Obama on December 29 consist in imposing sanctions on Russia’s intelligence services as well as requiring the departure of 35 Russian diplomats “suspected of being spies” from the US as well the shut down of two Russian compounds in Maryland and New York. According to NBC, the December 29 sanctions on Russia constitute “an assertive act by President Obama to punish Russia before he leaves office.”

The English language Russian news agency, Sputnik, reports that former US Secretary of State Henry Kissinger is advising US president-elect Donald Trump how to “bring the United States and Russia closer together to offset China’s military buildup.” If we take this report at face value, it tells us that Kissinger, an old cold warrior, is working to use Trump’s commitment to better relations with Russia in order to separate Russia from its strategic alliance with China. China’s military buildup is a response to US provocations against China and US claims to the South China Sea as an area of US national interests. China does not intend to attack the US and certainly not Russia.

President-elect Donald Trump’s top «defense priorities» list does not include Russia. The memo dated December 1 was obtained by Foreign Policy. It was written by Brian McKeon, the acting Undersecretary of Defense for Policy. The priorities were reportedly conveyed to him by Mira Ricardel, a co-leader of Trump’s Defense Department transition team. The memo focuses on the fight against the Islamic State, boosting the efficiency of defense policy, eliminating caps from the Budget Control Act, improving force strength, size, and readiness of the armed forces as well as working on a new cyber strategy.
